These Terms of Use govern your access to and use of Clean Nagaland, the civic reporting platform operated by Nagaland Me at helpnagaland.com. By visiting this site, submitting a report, or otherwise using any feature of the platform, you agree to these Terms. If you do not agree, please do not use the platform.

1. Who these Terms apply to
These Terms apply to:
- Residents of Nagaland and visitors to the platform who submit reports or use public features.
- Logged-in users including Nagaland Me moderators, administrators, and onboarded partner organizations.
- Anyone contacting Nagaland Me through the Contact page or other published channels in connection with the platform.
- Journalists, researchers, and third parties accessing published content on the site.
Different sections below apply to different categories of user. Where a term applies to a specific category only, that is stated explicitly.
2. Acceptance and age
By using Clean Nagaland you represent and confirm that:
- You are at least 18 years of age.
- You have read these Terms and agree to be bound by them.
- You have read the Privacy Policy and understand how your information is handled.
- You will comply with the Community Guidelines in any submission you make.
- Your use of the platform does not violate any applicable law.
Clean Nagaland is not directed at children. If you are under 18, please do not submit reports and please ask a trusted adult to access any help resources on your behalf.
3. The services provided
Clean Nagaland provides the following services:
- Anonymous submission of reports about illegal liquor activity in Nagaland.
- Confidential submission of reports about drug activity in Nagaland.
- A public map of approved alcohol reports.
- A tracking-code system to check the status of submitted reports.
- A monthly transparency publication of aggregate outcomes.
- Reference pages covering safety resources, platform policies, and community guidelines.
- A private dashboard for onboarded partner organizations to review cases forwarded to them.
Clean Nagaland does not provide:
- Law enforcement services, investigation, arrest, or prosecution.
- Legal, medical, psychological, or financial advice.
- Emergency response. For immediate danger, call 112.
- Guaranteed action on any specific report.
- Compensation or reward for submitted information.
- Direct communication between reporters and the subjects of reports.
4. Your responsibilities when you submit
When you submit a report through Clean Nagaland, you agree that:
4.1 Good faith and accuracy
- The report is based on what you genuinely witnessed or know firsthand.
- You are not knowingly submitting false information.
- You are not using the platform to pursue a personal grudge, political vendetta, or commercial attack disguised as a civic report.
- To the best of your knowledge, the activity described is actually occurring or has recently occurred.
4.2 No naming of individuals
- You will not include the names of specific individuals in your report description.
- You will not include identifying details about specific individuals that serve the same function as naming them.
- You understand that reports naming individuals will be rejected.
4.3 Content restrictions
- You will not submit content that is defamatory, harassing, threatening, obscene, or hateful toward any community, tribe, religion, caste, gender, or group.
- You will not submit sexually explicit material, images of violence, or images depicting minors.
- You will not submit content you do not have the right to share (for example, copyrighted material belonging to a third party).
- You will not submit content intended to incite violence against any person or group.
4.4 No abuse of the platform
- You will not submit the same report multiple times trying to push it past moderation.
- You will not participate in coordinated campaigns designed to target a specific location or person.
- You will not attempt to bypass the device fingerprint, timer, or other abuse-prevention mechanisms.
- You will not attempt to probe, scan, or exploit vulnerabilities in the platform.
- You will not use automated tools, scripts, or bots to interact with submission forms.
4.5 Your safety
- You agree that submission is voluntary and you accept personal responsibility for your decision to submit.
- You will not put yourself at physical risk in order to gather material for a report. Safe distance, delayed reporting, or not reporting at all are all acceptable.
- You will not approach, confront, or attempt to investigate the subjects of your report.
5. Media you submit
When you submit photos or videos, you confirm:
- You captured the media yourself or have clear rights to submit it.
- For alcohol reports, the photo was captured live from your camera at the moment of submission, not taken from your gallery, internet, or any other source.
- You have not manipulated the media to misrepresent what is shown.
- The media does not depict identifiable minors.
- You grant Nagaland Me a limited license to store, process, and review the media for the purpose of moderating your report.
You retain copyright in media you submit. We do not publish your media publicly. We automatically delete it within 30 days (alcohol) or 90 days (drugs).
6. Your phone number, where you provide one
On the drug form, if you opt into phone-consent mode and provide a phone number, you agree that:
- You may be contacted by a trained counselor from a vetted partner organization.
- Your phone number is encrypted before storage and accessed only under the two-consent gate described in the Privacy Policy.
- You can request deletion of your phone number at any time by contacting us with your tracking code.
- You understand no partner is guaranteed to call. A phone number shared does not mean contact will happen.
- You can end any partner call at any time without explanation.
7. How we handle your submission
Nagaland Me reserves the right, without obligation, to:
- Accept or reject any submission at the discretion of our moderators, consistent with the Community Guidelines.
- Merge your report with an existing pin within the auto-merge radius, so your individual report is reflected in the count but not shown separately.
- Forward drug reports to one or more vetted partner organizations without further consultation with you.
- Take down previously approved pins in response to valid takedown requests, safety concerns, or legal orders.
- Retain aggregate counts and metadata from your report indefinitely for platform operation and transparency, consistent with the Privacy Policy.
- Pause the platform through the emergency killswitch if circumstances warrant.
We do not undertake to provide specific outcomes, timelines, or results for any individual report.
8. Public content and its limits
Approved pins on the public map and aggregate statistics on the monthly transparency page are published as civic information. By viewing this content, you acknowledge:
- Pins represent resident reports reviewed by moderators, not official legal findings.
- Published information should not be used as the sole basis for decisions that materially affect other people.
- Maps and statistics may contain errors, omissions, or outdated information. See the Content Disclaimer.
- You will not use published content to harass, threaten, or take vigilante action against any person or location.
- You will not attempt to identify individual reporters from published content.
9. Intellectual property
9.1 Platform content
All software, design, text, graphics, structure, and original content on Clean Nagaland are the property of Nagaland Me or licensed to Nagaland Me. You may not copy, modify, redistribute, or build derivative works based on the platform without written permission, except where specifically permitted by these Terms.
9.2 Fair use of published content
Journalists, researchers, and the public may:
- Cite aggregate statistics from the monthly transparency page with attribution to Clean Nagaland.
- Reproduce screenshots of the public map for journalistic purposes, with attribution.
- Quote briefly from published policy and reference pages with attribution.

9.3 User submissions
You retain ownership of the content you submit. By submitting, you grant Nagaland Me a non-exclusive, royalty-free, worldwide license to store, process, display (where applicable and within platform rules), and otherwise use the content to operate the platform as described in these Terms and the Privacy Policy.
9.4 Trademarks
“Clean Nagaland,” “Help Nagaland,” “Nagaland Me,” “Aloto Naga TV,” and related logos and marks are trademarks of Nagaland Me or its affiliates. Use of these marks without permission is not authorized except in factual reference.
10. User accounts (moderators and partners)
If you hold a moderator or partner account:
- You are responsible for maintaining the confidentiality of your login credentials.
- You are responsible for all activity under your account.
- You will notify Nagaland Me immediately if you suspect unauthorized access.
- You will use your account only for its intended purpose as described in your onboarding materials.
- You will not share your account with any other person.
- Nagaland Me may suspend or terminate your account for violations of these Terms, the Community Guidelines, or your written partner or moderator agreement.
Moderator and partner accounts have additional terms documented in their respective onboarding agreements. Those agreements supplement these Terms. Where they conflict with these Terms on matters specific to those roles, the role-specific agreement controls.
11. Prohibited conduct
You agree you will not:
- Use the platform for any unlawful purpose.
- Violate any applicable Indian law through use of the platform.
- Impersonate another person, organization, or entity.
- Interfere with, disrupt, overload, or attack the platform or its infrastructure.
- Attempt unauthorized access to any account, system, or data.
- Scrape, crawl, or bulk-download content from the platform without written permission.
- Submit content that infringes the privacy, publicity, intellectual property, or other rights of any third party.
- Use the platform to threaten, harass, stalk, or intimidate any person.
- Use the platform to organize or conduct vigilante action.
- Circumvent any technical or policy restriction built into the platform.
Violation may result in rejection of submissions, removal of content, suspension or termination of accounts where applicable, and referral to legal authorities for serious offenses.
12. Platform availability
Clean Nagaland is provided on an as-is basis. We aim to keep the platform running reliably but make no guarantee of uninterrupted availability. Scheduled maintenance, emergency pauses (including killswitch activation), technical failures, or external factors may cause downtime.
During platform pauses, submission forms may be unavailable while the public map and status check may remain functional. The specific behavior during a pause is described on the How It Works page.
13. No warranty
To the maximum extent permitted under applicable law:
- The platform is provided without warranties of any kind, whether express or implied.
- We do not warrant that the platform will be error-free, secure, or continuously available.
- We do not warrant that published information is complete, current, or accurate in every particular.
- We do not warrant that any specific outcome will result from any specific submission.
- We do not warrant that partners will contact, act on, or close any specific case.
14. Limitation of liability
To the maximum extent permitted under Indian law, in no event shall Nagaland Me, its operators, staff, moderators, or partners be liable for:
- Indirect, incidental, consequential, special, or punitive damages arising out of or in connection with your use of the platform.
- Loss of data, loss of revenue, loss of goodwill, or any similar loss, whether foreseeable or not.
- Decisions made by any reader, neighbor, authority, or third party based on content shown on the platform.
- Actions taken by any third party who viewed a pin, read content, or received information from the platform.
- Any harm arising from your own disclosure of your tracking code, your device’s compromise, your own approach to a reported location, or other acts or omissions under your control.
Where applicable law does not permit exclusion of certain liabilities, our aggregate liability to you for all claims arising out of or in connection with the platform is limited to an amount equal to any fees you have paid to Nagaland Me in connection with the platform in the twelve months before the claim, which is zero for the public users who use Clean Nagaland free of charge.
15. Indemnification
To the extent permitted by law, you agree to indemnify and hold harmless Nagaland Me and its operators from and against claims, damages, losses, costs, and expenses (including reasonable legal fees) arising out of or in connection with:
- Your violation of these Terms.
- Your submission of content in violation of third-party rights or applicable law.
- Your use of the platform for any purpose not permitted by these Terms.
- Your breach of any representation or warranty you have made.
16. Termination
We reserve the right to terminate or suspend access to the platform, or to any specific feature, at our discretion:
- For violations of these Terms or the Community Guidelines.
- For abuse of the takedown, appeal, or contact processes.
- For patterns of bad-faith submissions.
- For technical or security reasons.
- In response to legal requirements.
- Where continuing access would materially harm the platform or its users.
Termination may be immediate and without prior notice where circumstances warrant. Sections of these Terms that by their nature should survive termination will do so, including intellectual property, limitation of liability, indemnification, and dispute resolution.
17. Changes to the platform and these Terms
We may modify, add to, or remove features of the platform at any time. Material changes to features are announced through the site.
We may update these Terms from time to time. Material changes are announced on the site and posted here for at least 30 days before taking effect. Minor corrections and clarifications may be made without advance notice. Continued use of the platform after a change constitutes acceptance of the revised Terms. If you do not agree with a change, please stop using the platform.
The effective date at the top of these Terms reflects the most recent revision.
18. Governing law and jurisdiction
These Terms are governed by the laws of India, without regard to conflict-of-laws principles. The courts of Dimapur, Nagaland shall have exclusive jurisdiction over any dispute arising out of or in connection with these Terms or your use of the platform, subject to mandatory applicable law granting jurisdiction to other courts where such law cannot be displaced.
19. Dispute resolution
Before initiating legal proceedings, you agree to attempt in good faith to resolve any dispute with Nagaland Me by contacting us through the Contact page. We will respond and attempt to resolve the matter informally within thirty days of receiving notice.
If informal resolution fails, disputes may be brought before the courts identified in section 18 or resolved through any alternative mechanism the parties mutually agree to in writing.
20. Relationship between documents
These Terms should be read together with:

Where these Terms and another document address the same subject, the more specific document controls unless the other document expressly states otherwise. Together these documents form the agreement between you and Nagaland Me governing your use of Clean Nagaland.
21. Entire agreement and severability
These Terms, together with the documents referenced in section 20 and any role-specific agreement applicable to you, constitute the entire agreement between you and Nagaland Me concerning the platform. They supersede any prior or contemporaneous understanding on the same subject.
If any provision of these Terms is held to be invalid or unenforceable, the remaining provisions remain in full effect, and the invalid or unenforceable provision is deemed modified to the minimum extent necessary to make it valid and enforceable.
22. No waiver
The failure of Nagaland Me to enforce any provision of these Terms does not constitute a waiver of that provision or any other. A waiver of any provision is effective only if given in writing.
23. Assignment
You may not assign or transfer your rights or obligations under these Terms without our written consent. Nagaland Me may assign its rights and obligations under these Terms to a successor entity, such as in a merger, acquisition, or corporate reorganization, subject to the affected party’s obligations under the Privacy Policy.
