This Privacy Policy describes how Clean Nagaland, operated by Nagaland Me, collects, uses, stores, shares, and protects information in connection with the civic reporting platform at helpnagaland.com. 1. Scope
This policy applies to:
- Visits to helpnagaland.com.
- Reports submitted through the public alcohol form, the public drug form, or any other reporting mechanism provided by the platform.
- Use of the public map, status check, and monthly transparency features.
- Contact submissions through the Contact page.
- Accounts used by Nagaland Me moderators and onboarded partner organizations.
It does not apply to other Nagaland Me properties (nagaland.me, nagalandai.com, nagalandnewstoday.com, nagalandprofiles.com, nagalanddictionary.com, experts.nagaland.me), which have their own separate privacy policies.
2. Data controller

3. Information we collect
3.1 Alcohol report submissions
When you submit an alcohol report, we collect:
- Live GPS coordinates captured at submission time, immediately snapped to a 50-meter grid before storage.
- A live photograph captured from your device camera at submission time.
- The district, category, and time pattern you selected from the form.
- Free-text description you entered.
- A device fingerprint derived from browser properties (user agent, language, screen dimensions, timezone), hashed on our server with a salt that rotates daily.
- Submission timestamp.
- The IP address from which the request originated, stored in a server log that rotates within a short retention window and is not cross-referenced with individual reports.
We do not collect your name, address, email address, phone number, or any identity document on the alcohol form.
3.2 Drug report submissions
When you submit a drug report, we collect:
- Selected district.
- Free-text area description.
- Category and pattern you selected.
- Free-text description of observed activity.
- Optional uploaded photo or video file.
- Your phone number, only if you opted into phone-consent mode and entered one. This phone number is encrypted before being written to our storage.
- Device fingerprint as described in section 3.1.
- Submission timestamp.
- IP address in short-retention server logs as described in section 3.1.
We do not collect GPS coordinates on the drug form. We do not collect your name, address, email, or identity document. Phone collection is optional and always requires explicit consent.
3.3 General site visits
When you browse helpnagaland.com without submitting a report, we collect only:
- Standard server logs including IP address, user agent, referrer, page requested, and timestamp. These logs rotate in a short window.
- Essential cookies set by WordPress, as described in the Cookie Policy.
We do not use Google Analytics, Meta Pixel, or any third-party tracking on Clean Nagaland.
3.4 Contact submissions
When you use the Contact page, we collect the information you choose to provide: typically a name or handle, email address, and message content. If you use the contact form for takedown requests or partnership inquiries, you may include additional supporting information.
3.5 Logged-in users
Moderators and onboarded partner accounts authenticate to WordPress. We store usernames, hashed passwords, email addresses associated with those accounts, role assignments, and audit-log entries showing account activity.
4. How we use the information
We use the information collected for these purposes only:
- To operate the platform. Routing reports to moderators, publishing approved alcohol pins, forwarding drug cases to partners, showing monthly transparency.
- To prevent abuse. Device fingerprint, eight-second form timer, rate limiting, and similar mechanisms block automated spam and coordinated campaigns.
- To protect platform integrity. Audit logging of moderator, admin, and partner actions enables accountability and internal review.
- To communicate where you have consented. For drug reports where you provided a phone number and opted into contact, partner counselors may reach out.
- To respond to contact submissions. Messages sent through the Contact page are read and responded to by the Nagaland Me team.
- To comply with legal obligations. As described in sections 7 and 9.
We do not use submitted information for advertising, marketing, profiling, training of machine learning models, or sale to third parties.
5. Legal basis for processing
Under applicable Indian law, including the Digital Personal Data Protection Act, 2023 where it applies to our operations, our processing rests on the following bases:
- Consent. You submit a report voluntarily. You optionally share a phone number on the drug form only by selecting phone-consent mode and entering it.
- Legitimate use. Operation of the platform as described on this site, prevention of spam and abuse, audit integrity, and communication with users who have consented to contact.
- Legal obligation. Compliance with valid legal orders and statutory requirements.
6. Data retention
We retain data only as long as needed for the purposes above. Specific retention schedules:

Backups containing the above data follow the same schedule within one full backup rotation cycle. Backups are encrypted at rest.
7. Sharing of information
We share submitted data only with the following parties, under the conditions described:
7.1 Within Nagaland Me
Moderators and administrative staff at Nagaland Me access submitted reports to perform moderation duties. Access is logged. Staff are bound by confidentiality obligations.
7.2 With vetted partner organizations (drug reports only)
Drug reports that moderators forward are made visible to specifically designated partner organizations through a scoped partner dashboard. Partners see only cases forwarded to them. Partners never see alcohol reports. Partners never see other partners’ queues. Decrypted phone numbers are provided to partners only where the reporter consented to contact and a moderator separately unlocked the vault for the specific case.
Partners are bound by a written agreement covering confidentiality, ethical use, and audit cooperation. See the For Partner Organizations page for details.
7.3 With service providers
We use Hostinger as our hosting provider in India. Hostinger stores the database and files on our behalf under a commercial agreement with appropriate security obligations.
We do not use third-party analytics, marketing, or advertising providers.
Map tile images loaded by the public map come from OpenStreetMap contributors. These requests are served from external servers and may appear in standard server logs operated by those contributors.
Font files used in the site are loaded from Google Fonts. Google may log these requests in standard server logs. Google’s published policy for its fonts service is that data is not used for advertising and cookies are not set.
7.4 In response to legal process
We may disclose data in response to valid legal orders from courts or government authorities with jurisdiction, consistent with our Source Protection Policy. Where legally permitted, we inform affected users before disclosure. We do not voluntarily share data with law enforcement outside formal legal process.
7.5 Business transfers
In the event Nagaland Me is acquired, merged, or dissolved, data may be transferred as part of the transaction subject to this Privacy Policy or a successor policy with equivalent protections. Material changes will be announced as provided in section 12.
7.6 With your consent
We may share data with third parties where you have explicitly consented. Such sharing is rare and always accompanied by notice of what is being shared and with whom.
8. International transfers
Clean Nagaland hosts data on servers located in India. We do not transfer data outside India in the ordinary course of operation. If a specific service requirement ever necessitated international transfer, we would update this policy and provide notice before the transfer occurred.
9. Your rights
Because Clean Nagaland is designed to be anonymous, many traditional data-subject rights do not apply in the usual way. We cannot provide a list of all data associated with you because we do not know who you are. Nonetheless:
9.1 Withdrawing a pending report
You may request withdrawal of a pending report within 24 hours of submission by contacting us through the Contact page with your tracking code. Reports already decided by a moderator cannot be withdrawn but may be subject to the takedown process described below.
9.2 Deletion of a phone number
If you shared a phone number on a drug report, you may request its deletion by contacting us with the tracking code. Encrypted phone records will be deleted within 48 hours of your request.
9.3 Takedown of an approved pin
If you believe a pin on the public map is incorrect, outdated, unfair, or dangerous, use the Takedown and Appeal process.
9.4 Appeal of a moderator decision
If your report was rejected and you disagree with the decision, you may appeal through the Contact page. Appeals are reviewed by a moderator other than the one who made the original decision, or by Aloto Naga directly.
9.5 Access to your account data (logged-in users only)
Moderators and partner account holders may request a copy of account-level data held in connection with their account through the Contact page.
9.6 Correction and restriction
Where we hold personally identifiable information (primarily in connection with accounts and contact submissions), you may request correction or restriction of processing. We respond within seven working days under normal conditions.
9.7 Complaints
If you believe your privacy rights have been violated, contact us through the Contact page. If you are not satisfied with our response, you may complain to the Data Protection Board of India or other relevant authority.
10. Security
We use technical and organizational measures designed to protect submitted data, including:
- TLS encryption for all traffic between your browser and our servers.
- At-rest encryption of phone numbers shared on drug reports, using a moderator-held passphrase.
- Role-based access controls so moderators see only what their role requires and partners see only cases forwarded to them.
- Capability checks at the server layer, independent of any client-side user interface.
- Audit logging of moderator, admin, and partner actions.
- Rate limiting and automated abuse detection on public endpoints.
- An emergency killswitch that can pause all new submissions during abuse events.
- Regular review of authentication practices and platform code.
No system is perfectly secure. We commit to investigating any suspected incident promptly and notifying affected users within 72 hours of confirmation, as described in our public breach response commitment in the Data and Privacy Overview.
11. Children
Clean Nagaland is not directed at children. We do not knowingly collect data from people under the age of 18. If you believe a minor has submitted a report, particularly a drug report where they might be contacted, please notify us through the Contact page and we will delete the record and any associated phone number promptly.
12. Changes to this policy
We may update this policy from time to time. Material changes are posted on this page and announced on the site at least 30 days before taking effect. The effective date at the top of this policy reflects the most recent version. We do not silently change material terms. Minor clarifications, grammatical fixes, and non-substantive updates may be made without notice.
13. How to contact us about privacy
For all privacy matters, including requests to withdraw a report, delete a phone number, appeal a decision, or lodge a complaint, use the Contact page with a subject line starting “Privacy.” We aim to respond within seven working days.
